What is HALCYON? It's an organization dedicated to acting upon information given to it based on the wishes of different Hypodermal parties, including but not limited to investigation, negotiation, mediation, message-sending, and resolution of active criminal cases.

HALCYON is a fairly morally upstanding organization, minimizing civilian and enemy deaths through use of tranquilizers. Though they refuse to assassinate anyone or premediate murder, they won't hesitate to kill if the situation absolutely requires it.

How does HALCYON operate?

HALCYON is very well-acquainted with other organizations + the govt. - SOMETIMES collaborating with them in extreme cases where police forces aren't enough (historically only a handful of times, as govt. does not trust them + is bad for public image)
it would be extremely annoying and costly for the government to shut them down, considering the maintenance of the Dermis (division between aboveground and underground) and other costs (both financial and in agents)

There is an HQ Somewhere.. (secret, likely close to centre of continent), with a number of branches and sub-branches. ERiS is part of one such branch (J)

They profit mainly by taking commissions, but also stealing from criminals and the occassional government embezzlement (they have moles in govt., how they haven't been caught yet is surprising). They do not give money from criminals back to the Epidermis, except in very particular cases.

HALCYON recruits mainly through word of mouth in the Hypodermis, though people with outstanding achievements may be contacted. People who are interested must first pass an interview under the pretense that it is a regular civilian interview to filter out anyone from Epidermis (just in case!!) - prospective employees must use code word, and then undergo intense training in the field they are in.

they're lowk hella understaffed in logistics field, salary distribution is mainly up to agents (J branch is SEVERELYYYY underpaid and understaffed ERiS is like getting globally average salaries but since they're putting their life on the line every single mission they should be getting paid hella more)

Rules and Tenets

• ensure extreme foul play in hypo and occasionally epidermis are punished
• bring justice in criminal cases unsolved by epidermis
• very strict no assassination policy
  • employees are expected to adhere to strict code of conduct, punish violation of human rights, etc

low-urgency mediation, full unit required, mild threat

designations:
aerum - negotiation/deal
bazu - rescue/saving hostages
cicit - possible need for mediation, keep an eye out
eudoria - murder/crime case investigation with NO contact with suspects
doria - murder/crime case investigation + beating up/apprehending suspects
hyois - hypodermal coverup
kletiq - anomaly/misc. (newest designation )
radia - mediate conflict in area
sacra - mediate conflict b/w two sides, usually faction dispute

urgency: 1-5 scale
1 - no urgency, do whenever you want (usually up to 2 months ) - very rarely seen
2 - vague urgency, do at earliest convenience (weeks - one month )
3 - mild urgency, no worries if not completed right away but get on it (1-3 weeks )
4 - urgent, you should get this done in the next 24 hours (within the day/next day )
5 - extremely urgent, do NOW (NOW ) - rarely seen

1 - lento
2 - adagio
3 - andante
4 - allegro
5 - presto
representative of arcael - sense of urgency + music (this doesn't really mean anything)

size: 1-5 scale
1 - one person
2 - duo, trio - common

  3 - full unit, outside branch help encouraged but not required - common
  4 - full branch + allied units, outside branch help required - rare
  5 - all of HALCYON - VERY rarely seen

representative of sfina - bonds between people + chemistry (this doesn't really mean anything)

threat: 1-5 scale
1 - no threat you're completely fine
2 - mild threat - weapons probably not needed but bring in case ig
3 - a little danger, be cautious and you'll be fine
4 - prepare to be attacked/hurt, be on guard at all times
5 - extreme danger, exercise maximum caution

5 - rifle

J branch

an experimental branch integrating extraorganization help with HALCYON employees to help mitigate the diplomacy crisis
employee types:

  • vital infosec (Arae - joint team with ss)
  • communication (HQ team)
  • front forces/negotiators (ERiS)

The J Branch is the newest branch, but woefully understaffed and underpaid due to emphasis on continuining current operations rather than starting new ones
AIA is their manager and the only one who advocates for them basically
